What’s the scope of default value initializer expressions in function headers?

Description

Jeff and Lars think it should be the enclosing scope, and should not include the header itself (whether fully or partially). Probably there are use cases both ways. Lars thinks that using the enclosing scope mirrors class initializers and is therefore Nice.
